This depends on the background of the person queried.  Probably
everyone will agree that the following are major problems:

a) What general methods are there to make CA which do useful things?

b) What makes CA special, i.e. what is lost and what is gained
when you let go of synchronicity of updates, or finitude of the
set of cell states etc.?

c)  What is the relationship in the context of CA of various measures
of complexity of behavior?


>2. Is there a kind of standard (or very popular) s/w package that people

For a review of packages see Appendix I (by D. Heibeler) of "Cellular Automata"
MIT press 1991.

> 3. What happenned with Rucker's (1980) CAL (cell autom lab)??

I leave this to Rucker himself to respond.

Yes. By Chate and Manneville, to study collective behaviors,
within the last two or three years, in France, the CEA.
